Target has the Lysol No Touch Kitchen System for $9.99. Use the $3 coupon found in the 2/26 or 3/18 Smart Source stacked with the $3 Target coupon found in the 3/11 Smart Source to get it for $3.99. The April All You magazine has a $3 rebate form.
The System comes with two bottles of soap. You can refill the bottles if you don't want to buy more. Hold the cap under boiling water for 20-30 seconds and you should be able to pull the cap off. Refill the bottle and pop the cap back on.
Yay for not having to touch the soap dispenser with icky hands or trying to dispense soap using your elbow!
